LIBRARIES
The New South Wales state parliament passed legislation on 3 November 1939 to encourage local governments to establish free public libraries for their citizens. Within eighteen months thirty-two New South Wales councils had adopted the Library Act. Although adoptiion was slowed by World War 2, by the end of 1946 a quarter of the NSW population had access to free public library services.
